PUBLIC NOTICE: The purpose of this Notice is to announce the start of a 30-day public comment period on proposed amendments to the Dakota County HOME Investment Partnership (HOME) Program Budget for Program Years 2020, 2021, and any program income available. The Dakota County CDA has proposed to allocate Community Housing Development Organization (CHDO) funds in Program Years 2021 to Scott-Carver-Dakota Community Action Partnership Agency (SCDCAP).
Proposed substantial amendment:
Scott-Carver-Dakota Community Action Partnership Agency (SCDCAP) Bryant activity – SCDCAP has proposed to rehabilitate a multifamily apartment building located at 1011 Bryant Avenue in South St. Paul. The Dakota County Board of Commissioners approved a substantial amendment on August 20, 2019 to the 2017, 2018, and 2019 Action Plans which added this activity to these action plans and allocated $932,101.25 of HOME CHDO funds to this activity. Since this approval the SCDCAP has requested an additional $194,000 of PY2021 HOME CHDO funds due to increased costs and additional rehab needed.
The Villas activity – Pleasant Villas, Limited Partnership has proposed to develop new construction of 144 units located at 401 W Traveler’s Trail in Burnsville. The housing will support seniors 55 years of age or older with incomes at or below 60 percent of the Area Median Income. Pleasant Villas has requested $750,000 of PY2020 and PY2021 HOME funds and any program income in conjunction with Tax Exempt Bonds and 4% Housing Tax Credits.
