Monthly Activity Report
The South Saint Paul Police Department classifies crime according to the FBI's Uniform Crime Reporting (UCR) guidelines. This UCR Program provides a nationwide view of crimes based on submission of uniform crime statistics by local law enforcement agencies throughout the country. To best depict total crime and to provide the most meaningful data to police administrators, it was determined that the UCR Program would collect data on known offenses and persons arrested. The PART I OFFENSES and PART II OFFENSES listed on the monthly activity reports are organized by Uniform Crime Reporting guidelines.

Because of the seriousness and frequency of occurrence, seven offenses were initially chosen to comprise a Crime Index and serve as indicators of our nation's crime experience. The following offenses were chosen: murder and non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft. Arson became the eighth offense in 1978. These eight offense are considered Part I offenses. 

To be consistent and comparable throughout all police departments, definitions for the eight Part I offenses were established.

All other crimes not classified under the Part I offenses listed above, are considered Part II offenses.
