Rediscover South St. Paul
To help stabilize neighborhoods and keep property values up, the City of South St. Paul EDA purchases blighted properties and substandard houses from willing sellers. After the structures are demolished, the vacant land is listed for sale on the Multiple Listing Service.

Interested in purchasing a vacant lot from the City?
To be an eligible purchaser, the future owner must occupy the home, retain or have under contract a builder, or be a builder. Program criteria requires a single family dwelling that meets the 
Minimum Approved Footprints established by the Economic Development Authority (EDA) Board. A three bed / 2 bath home with an attached or detached garage are the preferred housing plan design. All house plans must be prepared in consultation with an architectural designer or architect and adhere to the Minimum Architectural Standards adopted by the EDA.

How does the Rediscover South St. Paul Program work?
  • Lots are listed "For Sale" on the Multiple Listing Service (MLS). Information on available lots can also be obtained from Metzen Realty at 651-455-2214.
  • The potential buyer submitting the best offer can purchase the lot, contingent upon approval of an acceptable house plan.
  • The buyer will enter into a Participation Agreement which gives the buyer sixty (60) days to prepare house plans and enter into a development agreement. All house plans must be approved by the City Planner. There is a $500 non-refundable, non-transferable Participation Agreement fee. This fee is not part of the sale price.
  • After the buyer submits an approved house plan, the EDA calls for a public hearing and publishes a notice to sell the property. The public hearing is held to approve the land sale and review the house plan.
  • Once everything has been approved, the lot is sold to the buyer. The buyer has 12 months from the purchase date to construct the home.
