SSP Home Improvement Loan (1-4 Units)

The South St. Paul Economic Development Authority is making funds available for homeowners to make improvements to their properties. Center for Energy and Environment shall serve as the administrator for the South St. Paul Loan Programs and will secure the most beneficial financing based on the borrower’s needs independent of the funding source. This program will be available starting in November 2023. 

Features of this loan include:

  • Fixed 3.875% interest
  • Loan term of up to 15 years. The loan is repayable when the borrower sells, transfers ownership, cash-out refinances or is no longer the primary occupant of the property
  • Maximum loan amount: $25,000
  • Income limit: 120% AMI based on family size.

Eligible projects include:

  • Most permanent exterior or interior projects, including but not limited to:
    • Roofing and/or siding 
    • Windows and/or doors
    • Insulation
    • Solar
    • HVAC
    • Electrical
    • Plumbing
    • Garage replacement/new construction
    • Interior remodeling 
    • Driveways
    • Sidewalks/steps
    • Fences and/or permanent landscape 

Do I qualify?

Eligible applicants must:

  • Own and occupy a property with 1-4 dwelling units (Townhomes and condos are included)
  • Be a legal resident of the United States of America
  • Meet credit requirements specified in the program details
